What the heck is Paypal talking about!?

I'm just making a guess here. It's possible paypal tried to process the item several times with insufficient funds available. It then put the process on an inactive status. If that's the case it may or may not try to process this item again. It may just let it expire. You would need to know Paypal's process to answer your question. I would suggest you email paypal with the item # and transaction # and ask their advice.
