Overclocking Problem?

My computer is slow. I want to make it faster. I started with over clocking my graphics card and it works great. I've tried overclocking my Processor FSB and stuff in my BIOS. If I raise the MHz by just 10 my computer restarts right after the Windows loading screen. So then I only raised it by 5 MHz and it runs for a few minutes then restarts. So what I want to know is how can I get my CPU FSB and Clock speed higher with out it restarting like that. By the way I have a Pentium 4 3.0GHz with hyper-threading and I have a biostar motherboard. (I'm aware of the risks of overclocking. I just want it to be faster)
